Narrabri Coal Seam Gas Utilisation Project

In early 2007, Eastern Star submitted a Major Project Application to the NSW Department of Planning (NSW DoP) for the construction and operation of a 32km gas pipeline to supply Coal Seam Gas (CSG) from the Bibblewindi and Bohena CSG Pilots into the existing Wilga Park Powerstation.

The project will involve the collection and delivery of CSG to the Wilga Park facility which will in turn be expanded from its current 12MW capacity up to a maximum 40MW. Click on the following link to download the Preferred Project Report.

The process of gaining development approval involves a number of key stages:

02/2007
A major project application and preliminary assessment report were submitted to NSW DoP to facilitate the assessment of the project under State Environmental Planning Policy (Major Projects) 2005.

04/2007
The project was declared a Major Project under section 75B(1)(a) of the Environmental Planning and Assessment Act 1979, because it is development of a kind described in clause 24 of Schedule 1 of State Environmental Planning Policy (Major Projects) 2005.
Part 3A Declaration

06/2007
The Director-General of NSW DoP issues the requirements for the Environmental Assessment which permitted the commencement of the Environmental Impact Assessment process.

The Environmental Assessment was placed on Public Exhibition for a period of 30 days to permit all stakeholders an opportunity to provide comment on the impact assessment and address areas of concern.

08/2008
A response to submissions document was submitted to NSW DoP addressing the issues raised by stakeholders during the exhibition period.

At the completion of the exhibition and public discussion process, a preferred project plan and final statement of commitments was submitted that finalised the application and marked the commencement of the assessment period.
